
Ukraine is entering perhaps the most difficult autumn of all the years of Independence. The greatest danger this fall is not just what the enemy will do. The greatest danger is to face their blows with a state that is incapable.
We enter the fall without a Minister of Defense, without a head of the Security Service, without a Minister of Foreign Affairs. Because the mono-majority did not complete the formation of the government and went on a monthly break. Because the authorities do not listen to people on the streets.
Unfortunately, the war did not go on vacation. After Russian strikes on warehouses and trade infrastructure in certain cities, there are disruptions in supply. A logistics center is national security infrastructure, and an entrepreneur who pays wages and taxes is a person who supports the army defending Ukraine.
I want to say a very simple thing to the government: during war, businesses need not inspectors and additional checks for tax payments from the state. They need protection:
War risk insurance.
Access to financing.
Protection of critical logistics.
A moratorium on senseless inspections and law enforcement pressure.
Support for exports.
Mechanisms for rapid recovery of enterprises after Russian attacks.
Our team did not rest this month: we met with entrepreneurs, military personnel, manufacturers, communities, experts. We come to parliament not with another list of what the authorities did wrong. We come with an action plan — competent and effective.
In the fall of 2026, the country does not need another serial season with bright special effects. The country needs a survival plan.
First — protection of people’s lives. For two years, the shelter law developed by “European Solidarity” has not even been submitted for consideration by the Rada.
Now every community should receive a clear resilience standard: shelters, backup power, water, heating, communication, drainage, supplies, alternative logistics. Every hryvnia of these 40 billion provided for resilience plans must be under public control.
Second — the Army. We demand the immediate return of 40 billion hryvnias, by which arms procurement was reduced. And a new motivational service model is needed: clear terms, rotations, pay increases depending on the length of service, a starter package for those mobilized, and real modern and adequate social guarantees.
The third point is technology. Technology proven effective on the front should have an accelerated path: testing — codification — contract — scaling. Within a defined timeline. A portion of the defense budget should be invested to develop technological advantages. But this is possible without “own” manufacturers. Without artificially created monopolies.
The fourth point is business and economy. “European Solidarity” proposes an economic stability package:
Insurance of military risks.
Affordable recovery financing after attacks.
Moratorium on forceful pressure and unwarranted inspections. It’s difficult without you.
Protection of logistical hubs and critical warehouses.
Programs to support exports. Agricultural exports have already fallen by 57% compared to last year.
And most importantly — predictable rules.
The fifth point is winter. The government should already present to the parliament a map of the country’s energy resilience.
The sixth point is Europe. European integration is our chance for both recovery and security after the war. The Kachka-Kos package needs to be completed: rule of law, reboot of the State Bureau of Investigation, State Financial Monitoring, independence and strengthening of NABU and SAP.
Finally, government responsibility. The Prime Minister should report quarterly on the implementation of the program in the Verkhovna Rada. The government and parliamentary factions must work regularly.
Preparing the country for a possible ceasefire should become a separate state goal.
“European Solidarity” is ready to support any decision that provides more weapons to the army, more opportunities for Ukrainian manufacturers, more protection for business, more independence to the judiciary, and leads Ukraine to the European Union faster. And we will not vote for corruption, new barriers for entrepreneurs, official tyranny, or another budgetary populism show.
Autumn is starting. Winter is coming. Action is needed immediately!
The Verkhovna Rada convened. Part of the majority spent a month vacationing by the sea.
What do we see on the agenda? Do we see the submission for the Minister of Defense? No. Do we see the submission for the Minister of Foreign Affairs? No. For the Head of the Security Service? No.
We cannot afford for Ukraine to live without legitimate representatives of the defense and security sector for over a month during wartime. There were no vacations in Russia. Nor in the war.
Horrific events occurred over this month. Both personal and on the state level.
When we started forming the Territorial Defense Battalions on February 24, 2022, Oleksandr Kucher was appointed Chief of Staff of the 321st Battalion. On August 8, his home was hit by six Shahed drones within five minutes. They took the lives of his parents and son.
Ask business leaders from “Nova Poshta,” Rozetka, Novus, “Silpo” about the consequences of enemy attacks.
Is the government capable of protecting people, business, the economy, and arming the army?
The mission and role of the parliament are extraordinarily important here.
I emphasize that back in 2024, “European Solidarity” registered a bill on shelters. It has been awaiting consideration for two years. I urge the Speaker of the Verkhovna Rada to include it on the agenda. Kyiv and other cities must have shelters for the protection of people.
We need to sort out the procurement of weapons. The war and the Armed Forces cannot wait any longer for decisions from Parliament, the President, and the Government. We must restore 40 billion hryvnias withdrawn from arms procurement. We need to invest in technology.
The authorities finally need to step out of their offices and look around. See the military, entrepreneurs, people in the streets who are demanding answers.
Reality has changed. The time for political pauses is over. The time for experiments is exhausted.
