Regarding the necessity of immediately unblocking community payments, the Board of the Association of Ukrainian Cities addressed the Prime Minister of Ukraine, Serhiy Koretsky, on October 1, 2026.
Despite having funds in municipal accounts and their payments complying with CMU Resolution No. 590, since September 9, 2026, communities have been blocked from purchasing fuel for vehicles providing medical aid or clearing debris after attacks. Payments for works and equipment for medical, educational, and social institutions, preparations for the heating season, and resilience plans have been halted. There is no ability to prepare resilience centers or repair infrastructure and energy facilities damaged by attacks.
“The blockage of community settlements with suppliers of energy resources, fuel, repair crews, waste management companies, and others results in consequences that have not been achieved by the aggressor’s attacks since the beginning of the full-scale invasion,” stated the Association of Ukrainian Cities in their address.
Village, settlement, and city heads are drawing attention to the Prime Minister of Ukraine that without the immediate unblocking of community payments, the conditions for the operation of state and international institutions, educational, medical, and social institutions in all communities of Ukraine will be destroyed.
The Board of the Association of Ukrainian Cities urged the Prime Minister of Ukraine to halt the imposition of penalties on communities for unpaid debts and overdue payments due to the absence of an official decision on blocking settlements, and to initiate holding accountable government officials whose actions or inactions have stopped the operation of all municipal services in the country.
