
For more than one and a half thousand days, there has been a full-scale war. One and a half thousand days of bitter losses. One and a half thousand days of responsibility placed on the Ukrainian soldier, on every family in our country.
But at the same time, it’s one and a half thousand days of hope. Hope for victory. Hope for peace. Hope that Ukraine will become part of the European Union.
There are two fundamental things for our state that the Verkhovna Rada must address first. The first is the strengthening, financing, and support of the Armed Forces and the approach of peace. The second is the harmonization of legislation and the fulfillment of obligations to accelerate Ukraine’s accession to the EU.
Ukraine gained candidate status when the world saw the sacrifices of Mariupol and Bucha, as well as the heroism of the Ukrainian army.
The parliament must seize this narrow window of opportunity. Four months ago, the so-called “Kachky-Kos” plan was agreed upon by the Ukrainian government and the European Commission. It outlines ten steps that parliament must take.
How many of them have been completed in these months? Zero. How many steps are on the agenda for today, for tomorrow? Zero. This is the responsibility of the parliament.
We cannot continue to act this way. “European Solidarity” demands that the bills of the “Kachky-Kos” plan be put to consideration. Bills banning the Telegram messenger. On the creation of the Temporary Special Commission regarding roads and the incident in Cherkasy. Bills that provide for the rule of law.
Our faction will vote for those bills in which we participated in the development. We finally had meetings with government representatives. The Speaker of the Verkhovna Rada was with us. We will support bills where our proposals are taken into account.
Let’s return to the atmosphere of February 24, 2022 — let’s create a coalition of national unity!

Now you will be offered to vote on a non-tax bill. They propose to vote on the law on the financial stability of the Armed Forces of Ukraine during hostilities. The problem is not in the law. The problem is in how the state approaches decisions. The problem is trust. But now they tried to deceive you because at first the law was called “On the Military Levy”, but in fact, the money went to unnecessary populism.
And today we have a very effective result — for the first time in seven years after a meeting of European Solidarity with government representatives, we quickly agreed that every penny of the military levy goes to the needs of the Armed Forces, to increase the monetary support of military personnel, to purchase weapons.
I think the same should be done with military bonds, which also should not be spent on three thousand kilometers of railways and the “Unified Marathon”. These funds must go solely to the military.
I think that such a very successful example of cooperation between “European Solidarity” and other opposition factions with the government should be established in a coalition of national unity.
We will continue to insist: return the personal income tax to local councils, to brigade accounts. Stop corrupt theft in arms procurement. The money must be as close as possible to those who fight.
Money — for the army!
