
When will we be able to reach Russian launch points, turning their terror from entertainment into a gamble?
When will Ukrainian ballistic missiles fly, forcing a ceasefire?
And finally, when will the authorities focus on a sufficient level and number of shelters. It’s not about blaming local governments, as the “servants” like to do, because everywhere they have created OVAs/MVAs responsible for these issues.
For example, in Kyiv, at least since 2023, they have been trying to shift this problem onto city authorities, although a first glance deep into the problem shows the responsibility of the RDAs, filled by the same “servants”…

European Solidarity already then, in 2023, submitted a bill to provide shelters with everything necessary, particularly and primarily funds, whose allocation would ensure safety and quality standards. The project… was withdrawn. Kickbacks and e-bucks are more important.
We do not give up. This year, we registered the project again. №15397 “On Amendments to Certain Legislative Acts of Ukraine Regarding Measures to Ensure the Safety of Citizens in a Special Period” was registered on July 10, 2026.
Main provisions:
* Requirements for shelters are strengthened. It is proposed to clearly define the minimum requirements for their maintenance: availability of electricity and water supply, ventilation, heating, sewage, communication, necessary stock of drinking water, medicines, generator, tools, etc.
* Accessibility of shelters is guaranteed. The bill aims to eliminate situations where people cannot enter the shelter during an air raid alert due to locked doors or other obstacles.
* Responsibility for proper maintenance of shelters is established. It is planned to define responsible persons who must ensure the readiness of protective structures for use.
* Regular inspections are introduced. It is proposed to inspect shelters at least once a month during wartime.
* The use of shelters for non-designated purposes is limited. In peacetime, they can be used for economic or cultural needs, but during wartime, their use should be exclusively to ensure the safety of the population.
* A ban on the privatization of protective structures and the cessation of using such facilities in a way that could hinder their main purpose during war is foreseen.
* Development of a network of shelters is envisaged, including through the installation of modular protective structures and increasing the civil protection fund.
All this is within a special program. It’s better to allocate state budget funds for people’s safety rather than e-buck PR.
