The “European Solidarity” faction advocated for funds to finance Ukraine’s Defense Forces and local budgets at the parliamentary budget committee meeting. Nina Yuzhanina spoke about this during a briefing.

“We insist that with the amendments we have submitted, an additional resource of 515 billion hryvnias can be directed to the Armed Forces of Ukraine. This is for financial support, purchasing military equipment, and primarily the most necessary for the military,” the deputy emphasized.

Yuzhanina stressed that “EuroSolidarity” demands changes and adding 33 billion hryvnias to brigades by redistributing a portion of the military PIT. “There is already official information about unfair, inflated purchases made by the State Special Communications Service, and they continue to receive 30% of the military PIT. We proposed giving 30% directly to the brigades and leaving 10% for the DSSZZI,” she explained.

“EuroSolidarity” also demands an increase in military personnel’s financial support. “The base financial support of the military must at least be indexed to the previous year’s inflation index, as required by the Budget Code,” the deputy said.

“EuroSolidarity” also insists on maintaining the financial capacity of local communities within the framework of forming the State budget.

“There are many encroachments on local budgets because the central authority seems to think it can take everything from the bottom without understanding the conceptual, fundamental aspects of decentralization. And returning everything to how it used to be, the centralization of all expenditures is very evident in the 2027 budget,” she noted.

“I cannot overlook how they are trying to reduce funding for the city of Kyiv because even in this project, the funds that are supposed to be directed to the budget of the city of Kyiv, which is 50% of the profit tax from banks, they want to transfer to the general state budget — and that’s about 5 billion hryvnias. We must do everything to not break the backbone of decentralization, the backbone of local budgets,” Yuzhanina said.

“Our faction will insist on all our key amendments. And we will fight in the hall to ensure they are taken into account during the first reading of the 2027 budget project,” the deputy noted.

As is known, “European Solidarity” demands the removal of all populist and corrupt expenditure articles from the State Budget project for 2027. Instead, the freed funds should be directed exclusively to defense and strengthening the Armed Forces. According to party leader Petro Poroshenko, reallocating non-targeted expenditures will allow at least half a trillion hryvnias to be additionally directed to the army.

“Our demands are specific: at least 500 billion hryvnias of additional resources for military personnel, for the purchase of weapons, defense technologies; 30 percent of the military PIT money — directly to brigades. Indexation of financial support; protection of energy and economy; cancellation of non-priority and propaganda expenditures; fulfillment of European commitments and restoration of allies’ trust,” Poroshenko notes.

161.5 billion UAH.

This is how much WE PROPOSE TO CUT EXPENDITURES of ministries and departments in the State Budget project for 2027.

This is the next block of our amendments to the bill №16000.

It concerns two types of expenditures:

▪️ Consumption expenditures (excluding utilities).
We propose to review them 📉 considering the actual base of 2026 and corresponding growth indices.

▪️ Development expenditures — capital expenditures.
We propose to reduce them 📉 under specified budget programs.

And here I want to draw attention to a fundamental point.

We are not proposing to stop the work of state bodies or leave them without necessary funding.

But how can we continue to agree to the increase in expenditures by billions of hryvnias in the judicial system, prosecutor’s office, Ministry of Justice, Ministry of Digital Transformation, Verkhovna Rada?

How can we agree to fund populist programs like “Vova’s 1000/1500”, “Health Screening”, “cashbacks and e-barrels” for tens of billions of hryvnias?

And also with the return of the special road fund, to which they propose to direct 25% of the corresponding revenues. This also involves tens of billions of hryvnias!

And that’s not all. “Thousand Spring” and “Unified Marathon” — over 7 billion UAH.

I have one question: is all of this really more important today than proper financial support for our military?

At least for the indexation of their reward for protection (yours and ours) do they not deserve?!

Very interesting, how the Ministry of Finance will explain the need to preserve these expenditures. And is the Government ready to review at least part of them?
