The government has developed a habit of spending reserve fund money beyond the amounts stipulated by the State Budget law.
Reminder: Of the 49.4 billion UAH reserve fund allocated for 2026, according to the Ministry of Finance, 49.2 billion UAH had already been distributed by the end of May.
Already wrote about the additional 3 billion UAH allocated for the installation of 216 block-modular boilers in preparation for the heating season.
This raises the question: where did these funds come from?
According to the CMU directive dated 27.05.2026 No.499-р, funding was provided by cutting expenditures from the additional grant program for local budgets of territories affected by the armed aggression of the Russian Federation.
Thus, funds intended for communities to overcome the consequences of the war were redirected to other needs.
Certainly, preparing for the heating season is an important task. But it would be good to hear the government’s explanation of how priorities were evaluated and why the funding source became the program to support affected communities.
Because behind each such change are the specific needs of specific areas.
