We demand the Speaker of the Verkhovna Rada to urgently convene an extraordinary plenary session.
The President of Ukraine must submit to parliament nominations for the appointment of the Minister of Defense, the Minister of Foreign Affairs, and the Head of the Security Service of Ukraine.
How can a country, living in a full-scale war for the fifth year in a row, allow itself to remain without legally appointed Minister of Defense, Minister of Foreign Affairs, and Head of the Security Service of Ukraine?
The Minister of Defense today is not an official. He is the Minister of War. A person who makes decisions every day that affect the lives of Ukrainian soldiers, provision of the front, coordination with military partners.
The Minister of Foreign Affairs today is not a diplomatic master of ceremonies. He is the voice of the state in the world. The person who negotiates daily about weapons, sanctions, financial support, Ukraine’s future in NATO and the European Union. Such positions cannot exist in a “temporary” mode. They cannot be governed by phone-based law or verbal instructions. They must have undeniable political and constitutional legitimacy.
That’s why the law defines the procedure for appointing state leaders. Because order is rules that everyone must follow. Not the arbitrariness of power, which decides when to comply with the law and when not.
Today, Ukraine does not have a shortage of people capable of leading the Ministry of Defense. Authorities trusted by the military, volunteers, and millions of Ukrainians have already emerged: Zaluzhny, Fedorov, Drapaty. There are choices to be made. But the state must stop postponing decisions, without which it is impossible to effectively govern the country during the war. And these decisions must be legitimate.
Therefore, it is absolutely unacceptable that the parliament, having not completed forming the government, has effectively removed itself from work.
Because war does not take vacations. Therefore, neither the state nor the parliament should take pauses. At least for the sake of the army, which also fights without breaks.
