VAT on parcels is a matter concerning people
Nina Yuzhanina

Yesterday I dropped out of the Facebook space. The reason is simple: a lot of requests to comment on VAT on parcels — appearances on TV channels and comments for publications.

Thank you all for your attention to this topic. Because it’s not just about budget revenue, where about 10 billion UAH in receipts are expected.

It’s a matter of people.
About an additional 20% to the cost of small purchases.
About another 20% off the family budget.

According to available statistics, in 2025 there were about 75 million international parcels. About 62 million of them were worth up to 50 euros. And 26 million — up to 10 euros in total.

Then the logical question is: from whom exactly do you want to get these additional 20% VAT?

From people who buy small items? From those who can’t buy the same product here in Ukraine at the same price?

All the complex legal and technical issues I have already explained in numerous comments. Thanks to the publications that published the positions of economists, experts, and MPs.

Yes, there are letters from associations and manufacturers that support parcel VAT taxation.

But that’s not what I’m talking about now.

Supporting the Ukrainian manufacturer is unquestionable for me. And where Ukrainians can buy Made in Ukraine, I am convinced they do.

But this decision does not solve the problems of Ukrainian manufacturers. Because domestic demand directly depends on people’s purchasing power.

Therefore, before adding another 20% to the small purchases of millions of Ukrainians, it is worth thinking very carefully again.

Because it is definitely not a simple story about “fair taxation.”
