The nighttime incident involving a strike on facilities in the Russian-occupied Ukrainian city of Starobilsk, Luhansk region, triggered an immediate and unusually hysterical reaction from the Kremlin.

Official Moscow immediately attempted to turn a likely precise operation by Ukrainian forces to neutralize a legitimate military target into a large-scale informational provocation. However, even a cursory analysis of media reports reveals how crudely and ineptly Russian propaganda attempts to distort the reality of the situation.

Russian propaganda resources quickly began circulating statements about a “deliberate attack on a student dormitory.” However, the General Staff of the Armed Forces of Ukraine clearly stated that the alleged strike on civilian infrastructure was “manipulative information” from Russia. The real target of the precision attack was the headquarters of the elite “Rubicon” unit, the Russian Center for Advanced Drone Technologies coordinating drone strikes across Ukraine.

Regarding the damage to the educational building, international analysts agree that the hit on the college building in Starobilsk could result from Russian air defense operations. Russian anti-aircraft systems, placed in residential areas of occupied cities, regularly intercept targets directly overhead or crash into structures due to technical failures.

Unlike the Russian occupation forces practicing terror tactics, Ukrainian military actions strictly comply with legal frameworks. The Armed Forces of Ukraine target military infrastructure and objects used for military purposes, adhering to international humanitarian law, laws, and customs of war. Each strike is planned based on accurate intelligence, and the elimination of the UAV operators’ base is undoubtedly a direct defense of the civilian population from daily Russian drone raids.

Why did Vladimir Putin need to personally comment on this incident and urgently issue orders for “retribution”? The answer lies in his fear of his own people. Through this informational storm in a teacup, Putin seeks to distract Russians from economic problems and the decline of his own ratings. Amidst galloping inflation, budget deficits, and severe losses on the front lines, the Kremlin desperately needs the image of a “victim” to justify continued aggression.

The Western press is unanimous in its conclusions: Russia is the true terrorist prolonging the peace process. Moscow uses any media opportunity to disrupt international diplomatic initiatives. The Kremlin’s attempts to bring the Starobilsk case to international discussion look ridiculous, as the topic does not warrant UN attention.

The Security Council should not waste time legitimizing Russian fakes while Russia itself commits documented war crimes daily. Moscow has demonstrated its trademark clumsy propaganda-diplomatic style that no one believes anymore.
