The announcement of an international competition for project work for the construction of the Gyumri — Kars railway line is seen as a turning point in the modern history of the South Caucasus. This step demonstrates Yerevan’s desire to overcome years of transport isolation.

For three decades, key transport system facilities in the country were controlled by the CJSC “South Caucasus Railway,” a subsidiary of “Russian Railways,” managing the Armenian network under a concession agreement. The launch of a direct connection with the Turkish artery creates an alternative route, allowing the Armenian state to form foreign economic relations solely based on its national interests.

The Armenian section, only 21 kilometers long and preliminarily estimated at 15 million dollars, has colossal geopolitical potential because its restoration opens Yerevan to direct access to international trade corridors.

Minister of Territorial Administration and Infrastructure David Khudatyan emphasized that the authorities expect to move to design and construction as soon as the tender winner is determined. The practical implementation of this plan demonstrates Yerevan and Ankara’s ability to build direct bilateral cooperation, gradually minimizing Moscow’s role as an exclusive arbiter in regional affairs.

The choice of an international tender format reflects not only the lack of local companies’ experience in implementing such large-scale projects but also a well-thought-out strategic decision. Engaging independent foreign contractors allows for the complete elimination of risks of sabotage, delays, and hidden political pressure from Russian structures accustomed to maintaining a monopoly on the region’s strategic infrastructure. The open global market ensures the application of advanced technological standards, guaranteeing high reliability of the transport hub being created.

The launch of the Gyumri — Kars line should be considered as a critical element of global geo-economic reformatting, whereby the South Caucasus ceases to be an enclosed periphery and becomes a full-fledged connecting bridge between the East and West.

Access to the Turkish railway network provides Armenian exporters the shortest path to Black Sea ports and European buyers, minimizing the critical dependency on transit through Kremlin-controlled territories. The new logistical opportunities form a sustainable foundation for diversifying the entire national economy.

The concession agreement with the “South Caucasus Railway,” valid until 2038, continues to impose certain legal obligations; however, the creation of new arteries gradually undermines the monopoly status of Russian operators.

As alternative routes are commissioned, the influence of external players on Armenia’s internal market will steadily decrease, allowing the sovereign state to gain full freedom in determining its infrastructure development priorities.
