As there are no special news from Geneva, let’s continue studying the progress of alternative negotiations.

Earlier I noted that in the Perm region there were explosions and smoke at a large chemical enterprise – the AO “Metafrax Chemicals” plant (located between the city of Gubakha and the urban settlement of Ugleuralsky, approximately 1650 km from potential launch points in Ukraine).

The CSO “A” SBU reached the enterprise with drones, recording several explosions (4-6, some may be secondary detonation).

The plant is one of the largest chemical enterprises in Russia and the largest producer of methanol, as well as a number of hard-to-pronounce chemical compounds. The essence: the plant produces components for explosives and is part of the ammunition production chain.

Ten days ago, the SBU already worked on a chemical plant in the Tver region, which is involved in the production of rocket fuel. Apparently, a decision was made to test the resilience of the production chain of various means of destruction, which to some extent will limit the capabilities of the Russian army and increase its dependence on supplies from North Korea.

In addition, “Metafrax” has a very characteristic story for modern Russia, clearly showing the shrinking food base.

2.5 years ago, the plant was “de-privatized”, meaning it was taken from the wrong owner and “sold” to the right one. The formal excuse was that it’s a strategic enterprise of increased danger, for its privatization the permission of the Russian government was necessary, but the Perm officials in the early 1990s “forgot” about this.

For more than 30 years the plant was in private hands, and nobody was bothered. Then suddenly they were bothered.

One of the first private owners of “Metafrax” was the Russian billionaire Dmitry Rybolovlev, who at one time purchased a real estate object from Donald Trump at a contentious (considered inflated) price at a sensitive moment for Trump. Roughly speaking, helped with money, as the gossips say.

Rybolovlev had a partner at the start of his career – the influential businessman Seifeddin Rustamov (native of Azerbaijan). It was to him that Rybolovlev sold the plant’s shares, focusing on other businesses.

Rustamov consolidated the shares of “Metafrax” for about 20 years, until in 2017 he acquired 97%. Control is carried out through a chain of offshore companies ending in the USA.

Since 2018, Rustamov, who began to be included in the Forbes list as a billionaire, massively invested in the plant, and in 2022 opened a complex for the production of ammonia, urea, and melamine worth about 1.2 billion euros on its basis. Everyone rejoiced and celebrated the industrialist-creator.

Then suddenly they realized that he lives in the USA, owns the plant through an American company, and had a change of heart. Because such a strategic asset cannot be under the control of the bourgeoisie.

And who can?

In 2021, a company “Russian Hydrogen” was registered in Moscow. Initially, it didn’t reach for the stars. But in 2022, it sharply began to reach.

Toxic assets in the occupied territories of Ukraine and “de-privatized” from the wrong owners in Russia began to fall to it. Thus, “Russian Hydrogen” received “Crimea Titan” and the Crimean soda plant.

In 2023, “Russian Hydrogen” changed its name to a more state-centric one – “Roskhim” (by analogy with Rostec, Rosnano, etc.).

By now, a dozen assets have “fallen” to “Roskhim”. From the fresh ones, at the end of 2025, “Roskhim” acquired the “Gazprom Neftekhim Salavat” plant in Sterlitamak (Bashkortostan). Previously, it bought the “Bashkir Soda Company”. In 2024, “Roskhim” first began to manage, and then “bought” “Metafrax Chemicals”. At the same time, it received the monstrous chemical plant “Volzhsky Orgsintez”, de-privatized from businessman Alexander Sobolevsky.

The formal owners of “Roskhim” are hidden behind a complex scheme of mutual funds and management companies. But this is not important.

Because everyone knows, the owner of “Roskhim” is considered to be Putin’s closest friend Arkady Rotenberg.

This is who the SBU has actually introduced kinetic sanctions against.
