Anti-personnel and anti-tank mines supported by engineering barriers, a ditch with razor wire — this is the foundation of any defense against the infiltration of small groups.

Currently, there is a shortage of these over 1000 km of the front, and one of the few producers, “Tehavicom,” is under investigation by the DBR, the director is in custody, and thousands of mines are rotting in the warehouse.

“For this, they used a limited liability company that had never before engaged in mine production but gained access to contracts with the Ministry of Defense of Ukraine with multi-billion advances.”

Take anyone — they hadn’t produced “long Neptunes,” hadn’t produced Bogdana self-propelled guns, hadn’t produced “Novators,” and that’s a “Ford” altogether. This is not an indicator and means nothing. It’s just blah-blah-blah. In 2022, Ukraine produced a small number of drones, now millions — they could bring anyone under investigation.

“To mislead military officials and representatives, the figures artificially ‘inflated’ the financial performance of the enterprise — at the end of 2022, they massively transferred funds between related structures, creating the appearance of high turnover and financial stability.”

Looks like some one-day firm with a sole trader and a laptop on their knees. But this is a subsidiary of “CheZaRa,” transferring between legal entities of a division that has been in the business since 2019 and produced guidance systems for APCs and products for the Ukrainian space agency (anyone who’s undergone certification knows the hassle involved) is not a crime. This is an LLC, a legal entity, not a bunch of sole traders to inflate figures. Moreover, the contract for mines was signed later — did they have predictors on staff?

“It was also established that a significant portion of the funds were used improperly — they were directed towards financial assistance to third parties, purchasing equipment, placing funds in deposits, and other operations with signs of legalization of illegally obtained income.”

Unbelievable — they bought working capital with advance money, placed funds in deposits while awaiting imported explosives, spent them? This has never happened and here it is again — conclusions made out of thin air. And the fact that the enterprise suffered thrice — from tank fire in battles in Chernihiv, from the strike of “mopeds” on the warehouse, and a direct hit from a “Kinzhal” in the workshop — and spent only its own money on recovery, the investigation doesn’t consider?

“Additionally, the individuals involved organized the preparation of technical and design documentation for PVP-50 and PVP-200 anti-personnel mines, as well as MPT-23P2 anti-tank mines. These documents deliberately included false information: they specified fuses that could not in fact be used with such products, exaggerated the actual weight of the explosive devices, and intended the use of explosives with inappropriate chemical composition.”

No laboratory has yet confirmed the degradation, dampness, or non-conformity of the explosives. Not even the SBU lab. And the plant does not produce fuses — yes, due to shortages, they might be using non-standard or civilian ones for blasting operations, possibly causing issues with them.

More precisely, not possibly, but definitely — the sappers told me they didn’t detonate. It’s interesting, if you insert a low-quality battery in a UAV, can you prosecute the manufacturer because they made them for the first time, spent the advance funds, and it doesn’t fly due to a defective battery, which, lol, the manufacturer doesn’t produce? I think the DBR could.

What actually happened with the deadlines? Deliveries were delayed due to a shortage of hexogen. China closed exports — supplying whoever they want, driving up the price and earning from it. Europe consumed everything for one and a half million boars.

We had to pay an advance to a company in the US, which used the money to build a munitions recycling plant in Croatia — the plan was to dismantle old munitions to obtain raw materials for mines. The depth of the crisis is clear; the Chamber of Commerce and Industry considers it a force majeure.

It’s unclear why the director in a detention center should be responsible for the global explosive crisis, force majeure at the border with Polish protestors, and foreign fuses?

What should the state do, in my opinion? Mobilize and nationalize the chemical industry, produce explosives, including mobilization ones, unblock the border or negotiate, solve issues with fuses.

What does it do? Puts a bracelet on the chief accountant for transferring funds between LLCs in 2022. Logical. Mines appeared at the LBS because of this.

In general, manufacturers do not act like fraudsters — they invite journalists, are ready to provide all documentation, and cooperate. I don’t know, they have tens of thousands of shells and equipped mines, why is he in a detention center, is there information that the director is planning to flee?

Why block the supply of mines now, on the eve of an opponent’s offensive — unclear? There were issues with fuses, — how can a manufacturer of shells and importer of explosives solve them?

If the enterprise is finished, we lose technology and an enterprise that has survived a lot since 2019. It will be another foolish step in a chain of foolish steps.

The series needs to be perfected and solved with fuses, as well as making mobilization explosives, rather than waiting for the US to finish disassembly in Croatia with our money.

Now whoever enters the market will face this chain — a shortage of explosives internally, a lack of fuses, import, the inability to influence a supplier abroad.

 

RBC-Ukraine: Mine manufacturer declared threat of enterprise destruction. How this may affect the front

National ammunition manufacturer LLC NVC “TEKHAVIAKOM” announced a blockade of its activities. The enterprise, which resumed operations after missile strikes and fulfilled defense orders in 2023, claims that currently tens of thousands of mines are held up in warehouses, and the plant’s unique developments are threatened with disappearance.
