Spoke at the Verkhovna Rada, where he was invited to discuss Kyiv’s preparation for the winter.
He emphasized that the city government is striving to ensure the capital’s functionality despite the constant hindrances imposed by the central government. Unfortunately, this is what collaboration looks like in their understanding.
Kyiv operates under challenging war conditions. Facing ongoing destructive attacks from the enemy, impacting infrastructure, energy, industry, and business. Affecting all residents of the capital.
The enemy is intensifying attacks and continues to destroy Ukraine’s unified energy system. This impacts the capital’s water supply system, the operation of electric transport, and other services.
Some figures regarding the number of hits on the thermal and power-generating facilities of the capital — CHPP-5 and CHPP-6.
In 2022, these two facilities were hit by 12 missiles and drones. In 2023 – 7. In 2024 — zero. In 2025 – 19. This year – almost 50 missiles and drones so far!
And all the while, specialists worked, restored equipment, and prepared facilities annually for winter. And Kyiv endured.
This year, preparations were made under enemy fire and in the conditions of the show created by the authorities with the Resilience Plan. With a deceitful campaign claiming Kyiv allegedly isn’t working and doing nothing. Freezing funds that halted many energy resilience projects and their timelines. Not only in the capital. This situation exists in many communities where payment stoppages essentially kill municipal management.
And amidst all this, we hear cynical allegations of allegedly failing the heating season, which hasn’t even started yet!

Informed legislators about what has been done during the full-scale war:
The capital has been increasing backup sources.
- Kyiv has prepared almost 700 generators of various capacities for thermal and water supply facilities. 70 mobile boiler units.
- 3 diesel power stations and a backup water intake have already been built.
- Currently, “Kyivvodokanal” has 103 generators. The company is expecting more high-capacity generator systems for water supply, being manufactured abroad for Kyiv.
- Over 6,000 units of equipment – generators, inverters, batteries – have been purchased for the housing fund through suburban energy sustainability programs.
- All educational institutions have generators of various capacities. Including 285 high-capacity ones.
- City hospitals are equipped with backup sources and currently have 480 generators.
- 15 hospitals have their own wells, and 6 more are being built.
- 11 medical facilities have autonomous heating from their own boiler houses. By the end of the year, 21 hospitals will have such heating.
Thus, Kyiv is working, restoring, repairing, ensuring the city’s functionality.
Amidst a shortage of workers at municipal enterprises, payment stoppages.
Under conditions where the enemy devastates the city daily and nightly.
Yet, from every marathon iron, we hear only that this or that in Kyiv is not right, or poorly done. As if we are still living in 2019…
Whatever may be said, they could blame Klitschko even for a third world war…
But not only I have questions:
Where is the air defense for the protection of the capital?
Where is the protection for “Ukrenergo” facilities?
Where are the billions allocated for this?

As the head of the Association of Ukrainian Cities, I’ll say. Some claim that other cities were better prepared compared to Kyiv. This is untrue! And today, all communities are in shock. All cities are dealing with problems created by the government by freezing payments.
Local self-government in Ukraine is being destroyed — not just in Kyiv. Heads of communities are being removed for fabricated reasons. Absurd accusations are made, intimidating community heads with criminal cases.
Why isn’t parliament talking about this?!
Kyiv is the heart of a state that the enemy seeks to destroy. But internal politicking is no less destructive. They, too, are effectively ruining it.
You know, Kyiv will stand strong! Through the collective efforts of those who love it, who work, who protect Ukraine’s democratic future!
