The reserve fund was de facto exhausted by April.

The government, by decision from 10.04.2026 No.332-r, allocated 732.5 million UAH from the reserve fund for resilience measures (boilers, cogeneration).

Prior to this decision, the reserve fund balance was about 800 million UAH. Thus, with one decision, the government virtually used up almost the entire reserve fund balance. This means that the reserve fund:

  • is de facto exhausted already in April,
  • although it was supposed to cover unforeseen expenses throughout the year.

And this is no longer about numbers. It’s about the approach.

And another detail:

  • the distribution of funds among regional administrations is not published;
  • the list of objects is still being formed.

So, the money has already been allocated, but there are no specifics yet.

Formally, the government also “instructed”:

  • to prepare a list of objects and funding amounts within three days;
  • to coordinate expenses between ministries and regional administrations;
  • to find co-financing from local budgets within a week;
  • and, if necessary, to modify the project implementation order itself.

So, it looks more like an attempt to “assemble the structure on the go” rather than systematic preparation.
